Or do you think you have to have a DVM meter to measure 1 ohm or milliohms range? to measure 1 ohm resistors ?

Because 1 ohm and 1.5 ohms measure the SAME on my DVM fluke 88 meter

Multimeter are designed for as a general purpose tool for the masses, for those that need that level of precession they will invest in the proper specific tool for the task... It's just something that would clutter a multimeter that very few would use or pay a premium for to have...
