need help reusing imetrik car gps/remote shut down circuit

I have salvaged an imetrik device from underneath a car dash at pullapart.

For those of you who don't know what it is don't just passed this by. because anyone with GPS, cell phone chip, or atmega chip knowledge could be great help.

this device is a GPS locator with a relay to disable ignition to a car.
the parts that make it so interesting to me are the following:

*cell phone chip ("telit ge865-quad")

*microcontroller ("atmel atmega 2560v")

*GPS chip ("atmel atro635")

The goal here is to decide whether I can communicate with this device via serial connection or any other way and to possibly reprogram for use with arduino projects.

I'm no expert but I have been around Arduinos for about a year now. I moved up from uno to mega and made several of my own uno boards for projects like my hydroponics grow controllers and wifi controlled robot and rc car. but im trying to expand my knowledge.

this is what the one i just found in my car, I am not that educated in computers but do you know why it has no sim cards, the holes have solder in them and it looks like t the sim cards were removed. also is there anyway i can look up the data that has been recorded/transferred or at least who it is that put it in my car?????? It was not there a week ago and i lost my key fob about two weeks ago. whoever it was that installed it shorted out my rear speakers, power will not turn off to both the stock bilt-in amp as well as the one for my sub box and bass adjustment knob for the subs. if it wasnt for the fact that the built in amp was soo hot it burned my hand 15 minutes after the key was out the ignition
