it could be, but the shell feels like ceramic, maybe that's normal? 1500 volts is a lot, I don't remember what it came out of, it was either an old radio or tv. I didn't think either would use anywhere near 1500 volts, maybe for the picture tube?

Not really. It doesn't mean it was operated in a circuit with 1500V. The voltage rating of a capacitor is always higher than the voltage you expect to see across it. Maybe the voltage across it was only 800V and the designer thought that a 1000V cap did not have a sufficient margin for safety.
