1000V DC 25Amp voltage regulator

I need to adjust power based on a input of 0-10v/4-20mA @ 1000v DC. max 25 Ampere.
The drain are heat coils. I wanted to differentiate the load in kW by playing with the voltage.

But I can't find an easy solution for it. Does anyone has any experience with this? I could use a freq converter but this is quite expensive.

I do the same with AC 400 volt with a simple unit something like this one:

Look up "pwm". A switched mode power control method.
At 1000 V / 25 A a linear regulator is imho out of the question.

Hi Dana & Harald! thank for you input, littelfuse can't do anything sadly.
Harald. PWM is perfect.. it doesnt need to be linear as long as we can control the steps.
Do you know players in the market who have PWM 1000v DC / 25amp regulators?
