12V 200A Synchronous PWM DC Motor Controller

Can anyone help me fundamentally configure a synchronous PWM DC motor controller? I am trying to reverse engineer a missing component. The first component is a variable 40A PWM that used to be connected to a "box" which I suspect was a fixed PWM. I need to achieve 12V 200A peak for about 30 seconds. (If you must know, it is for a gyrocopter rotor blade pre-rotator...)

Do you mean build (configure) a 200amp PWM controller, what is the nature of the motor, 3ph synchronous or DC brushed or BLDC?

Is it PM field or wound field?
Older and larger automotive starter motors are series/wound field and operate in a runaway condition and require a load at all times.

BLDC. I can find a 200A PWM, but I was curious how linking 2 in synchronous mode works.

I would never have expected a starter motor to be BLDC adding the cost for a commutation circuit.
By synchronous, I assume each to be in syncronism with each other?

Probabally more details have to be known about any present controller, I would think that essentially you need feed back of some kind on both units, and either have one master and slave or use a μp to synchronize each to a set rpm.
