hey guyz
i am relatively new to electronics and need ur help for making a 12v-5v voltage converter with 3A output preferably without heat sink

look for buck converters on eBay ... .there's dozens of them

Heaps of circuits out there for 317 with pass transistor for higher current.
Don't know if you'll get away without a heatsink though.

Dropping 7V at 3A will dissipate 21 watts in an LM317 circuit so that pretty much rules it out if heatsinking is a particular issue to be avoided.

An SMPS is perhaps the only way to go but even then it will be of the order 80-90% efficient so perhaps 2W to dissipate, perhaps less if you are careful in the design. This could be handled by some TO220 packed devices without heatsinking (maybe a little copper on the pcb to assist?) but I don't know what you're prepared to do with the actual construction.

There are too many devices available to make a specific recommendation but use a site like alldatasheet.com and enter buck converter as a search parameter to list devices that could be chosen from.

actually i wanted to make a circuit of my own
can u suggest me a circuit with MC34063A or using
LM317T

I told you what option to use
any other way will require significant heatsinking

In a buck converter, the heat is dissipated in multiple components, not just a single pass transistor, so it is easier to manage. 3A without a heat sink should be quite doable.
