Use any of the many step down converters offered by various makers like Maxim, TI, Linear Technology etc. You may even find an inexpensive kit using this technology.

If you don't need precise regulation, even a simple 555 based astable multivibrator which controls a MOSFET can be used. The MOSFET in turn switches current to the primary side of a 2:1 transformer. After the transformer: rectifier and smoothing capacitor. This sounds easy but may actually take more effort to build than a standard application of a commercial step down regulator.

A CMOS 4047 will give outputs to switch a couple of FETs alternatively. A transformer can be wound on a TV LOPT transfomer core to give the lower voltage.
If the transformer is wound as an auto transformer and AC is used to drive the light, then losses would be low (no rectifiers, no output capacitor).
