I've plugged it in and it shows no signs of life. The fuse is OK. The capacitors look good. I've tested a number of the diodes on the board and they're OK.

When you plug it in, the red LED should turn on and stay lit solid. It doesn't turn on. I've tested both the green and red LEDs and they work.

Please point me in the right direction of what to test. I have a multimeter with diode tester as well as an ESR capacitor tester.

I wouldn't waste my time trying to repair this. A new one is available for about fifty bucks. See all those SMD components on the reverse side of the circuit board? How would you go about testing (or replacing) the 28-pin ASIC? This is not your granddaddy's battery charger! It is a precision device designed to safely charge a lithium-ion battery OR a NiCd battery... two entirely different chemistries. You could ask if Craftsman would repair it... but unless it's under warranty, the cost would probably exceed the cost of a new one.

You could check if the large electrolytics are charging up and if the transistor bolted to the heat sink is OK. It is obviously a switch mode supply, not able to be serviced.

Beware the high voltages.
