2S Li-ion charging module without balancing?

I want to use a 7.4v 2S lithium ion battery to power my project and allow charging of the battery through a USB-C connector.
I'm looking for a low-cost IC and find ones like this for sale:

The way this is shown, two dumb cells are just connected. So no balancing is happening, right?
There are versions for 3S and 4S too. And different designs/manufacturers.

How is this ok? Are these just garbage?
I am not seeing similar charging modules with additional contacts/plug for a balancing connector.
Any recommendations?

One does not HAVE TO balance charge.
