Why is the lowest kHz "not allocated" and what does that mean?

not sure why for 0 - 9kHz
"not allocated" means just that ..... not allocated to any service

Ring up a FCC office and ask them about the 0 - 9kHz ... I am sure there will be a reason


What do the pink areas labelled "fixed' mean?

Usually means fixed location beacons etc

'Not allocated' means (imho) that there are no current rules/regulations pertaining to the use of it. Governments (apparently) 'own' the airwaves and 'sell' licencing to those who want to use specific parts of it.

If that 'un-allocated' band became popular for whatever reason you can guarantee they'd be demanding licence fees to use it.
