You have an opto-coupled triac driving the main triac to switch the load on/off. If the opto-coupled device isn't working then the main load triac will never trigger. What's driving the opto-coupler?

Your schematic doesn't show any part of a charging circuit. It only shows triac switching of power to an attached load - that load is assumed to be the charger itself??

No, I can't help you based on the drawing you supplied. It does not provide enough information. Post a picture of the actual arrangement and show the actual wiring in use.

In most simple low power Invertors, the battery charging "Rectifiers" are the protection diodes of the switching MoSFeT. There is normally a relay that feeds the rectifier, in your case, a Triac.
My gut feeling is that the battery is Dead. Unless there is a battery voltage of at least about 10 volts, the charger will not switch on.

What are the IC type numbers? (the two 16-pin devices in the middle of the board).

You can often find application notes related to the IC type which can include 'approximate' circuit diagrams that could prove useful.
