I have a 48-ball BGA flash chip that I'd like to read the data off of.
Are there other ways of doing this besides buying an expensive device
programmer? I tried seraching google and didn't have a lot of luck on
finding anything. If anyone has any ideas on how this can be done
please let me know. Thanks!

Theoretically you could solder 48 small wires to the balls...

Another option would be to buy a BGA-fanout print. These are small
prints that contain the footprint for a large BGA (say 24x24) and have
all the balls fanned out to an "easier" acces at the sides.
However, these might not be cheap, an resoldering BGA's is not trivial,
even when the equipment and knowledge to solder BGA's is available.

Your best option is probably to find someone who has a BGA programmer.
Or perhaps even rent one with livingstone or similar.
