Looks more like neon lamp than a fuse. Any inscriptions legible on the metal body of the part?

Something seriously wrong with it to blow a fuse to extreme like that.

New unit about AU$20.00 on Ebay.

Board says F1. (fuse)

Looks like something charred at the base of the big capacitor? Need to find why the fuse blew before replacing it.

What is the load that you are driving--a heater or a pump motor? Probably not a piece of IT or computer technology?

I think thats just the residue from the fuse blowing,as all looks normal.I will buy a new one.

3.15A it says on the fuse

But as some one else stated, for a fuse to explode like that, there are significant other problems.
First up will be the Bridge Rectifier not far after the fuse

O.K. it's a fuse with leads. 250 V, 3.15 A. You'll have to look for the fuse characteristic (slow, fast, ...) which should be marked on the metal, too.
