I need a portable powebank with these specs

1. 240v ac input
2. 12 v dc output
3. Charge within 2 hours
4. 5 ah min, more if possible
5. Built in charger



Can this be built with off the shelf Parts , I cannot build PCB' s ?

Sure I would love to go shopping for you, but I need a larger grocery list, do you have a particular battery chemistry preference?
Do you want this indoor,outdoor ruggedized?
Price range?

You will invariably be able to buy what you need already built at a much lower cost than if you decided to build.
That would be assuming you know how to do it which it appears you don't so the curve gets even steeper and above even more favourable move.

To me, charging a 5 A-h battery in 2 hours means it has to be a lithium battery pack. Charging one that big that fast is just plain dangerous.

To be clear - I know exactly how to do this and have most of the parts, and I would not do this. Buy one from a reputable company, not unknown-chinese-knockoff junk. It will be expensive, and there is a very good reason why. Ask SONY about it.

Buy a portable tool charger with appropriate battery. The charger operates from local AC mains input and batteries of various capacities can be obtained to plug'n'play, charging within a couple of hours (often less time than that).

I recently purchased a small charger from a local supermarket and, because they were on offer, 24 off their 12V 4Ahr batteries. The charger cost me twenty quid (£), the batteries five quid (£) each. The batteries charge fully in under 2 hours and can be plugged into eBay-bought adapters that result in a two-wire 12V output to power .... whatever.

If you can build one cheaper I'll get the salt and pepper for my hat.

More information is needed for your application so I may be of assistance. Again...what is your battery chemistry preference??
If it is lithium ion the charger will include the entire battery management system.
It can be comprised of many functional blocks including: cutoff FETs, a fuel
gauge monitor, cell voltage monitor, cell voltage balance, real time clock (RTC), temperature monitors and a
state machine.
There are many types of battery management ICs available.
The grouping of the functional
blocks varies widely from a simple analog front end that offers balancing and monitoring and requires a microcontroller (MCU),to a standalone,
highly integrated solution that runs autonomously.
FET driver functional block is responsible for the connection and isolation of the battery pack between the load and charger.
The behavior of the FET driver is predicated on measurements from battery cell voltages, current measurements and real-time detection circuitry.
Battery packs with one to four batteries in parallel and three or more in series benefit the most from balancing.
As the parallel combinations increase per cell, the weak cell’s performance is averaged with other cells in parallel.
The performance distribution between cells is tighter.
The benefit of having more cells in parallel is also an detriment
because it is harder to find the weaker cell in a battery pack.
A battery pack sitting idle could be burning charge due to the strong cells propping up the weaker cell
