We use a lot of caps like this at my work, and generally the only way we can identify them is to desolder them and check them with a capacitance meter. If you measure them on the PCB you won't always get a proper reading depending on what else is on the circuit. Hope this helps
Once you've tested them, you've identified them. Capacitance and size are relvant parameters. From the picture I don't think these are special with regard to voltage. Typically this size is rated 50V, max. 100V.
