Can anyone identify this chip?

cet Chip2.jpg I have a bad (dead) PCB not lighting up (from Lg Format Printer-Print Head interface board). I noticed a Hot Spot on this chip when powered applied (no power-up led) and I think it went bad. I think chip is a 3 pin Voltage Reg to a Heat Sinc, but cannot find a replacement from its its Identifying markings, V3 37 etched on top of chip. Maybe Chinese. Im looking to find a comparable replacement I could order.
Any help IDENTIFYING and where I may ORDER one from is appreciated.

It looks like a voltage regulator to me too.

I'd recommend you determine if one lead is connected to ground, then measure the input and output voltages in operation.

It's not unusual for voltage regulators to run quite warm, but if you find the output voltage drops over time, this may be an indication that is going into thermal shutdown.

If it's always low, then it's a plain overload (most likely) and if be checking to see if the output is shorted. If it is, start by investigating tantalum capacitors (the yellow rectangular capacitors).
