That has on-chi[p ROM. This means that you won't be able to reprogram it.

That is true for the P8398 part but the p8798 should have a quartz window that when uncovered allows an EPROM eraser to erase the contents. Then with the proper programmer, it can be re-programmed. The E in EPROM stands for Erasable. True of most, if not all of the Intel processors and memories, as well as those from other manufacturers.

Looking at the datasheet again, it does list the 8798 as both "user programmable" and "OTP" (one time programmable).

Since it mentions EPROM, if the device has a quartz window you can likely erase it, otherwise not :-(
