Can you help me revive a dead battery?

It’s not the voltage you are after. It’s just a tiny zap to the battery. Then try charging it.
Leave connector connected.

How do you want me to repack? I am trying to not remove them from their sleeve in order not to introduce problems later on. I don't know how to pack it.

If someone to sell the same battery, I would have purchased it. I am looking, looking, but I am not finding it.

They are 18550 LiPo batteries. Someone mentioned that before. It is a 5100 mah device, and it looks like iti si 3 pieces. They are shorter then 18650s. I have plenty of those here.

I have 7.15 volts but no go. It is not charging as before.

Plenty of places who will repack a battery for you if you are unable to do so.
Just be clear you want quality cells.
18550 is not as common a cell as 18650 so might be time to give up the habit or get a new unit.

I tried with 12V charger as well but no go. It is not increasing much.

I will take it to a shop to see if they can replace the batteries.

I want to thank Martin for all the help!

No there are not plenty of places to do that where I am. If there was, I would not be bothering with this myself.
