Which brand would you recommend if I'd like to purchase a data
acquisition card to emulate a scope? I've seen VDLink
www.vdlinktech.com, any more? My budget is $US 1000.

If the cards only function is to emulate a scope then you actually want
a PC based scope and not a data aquisition card.
In that case this one is probably the best for that budget:

Otherwise go for National Instruments cards.
