I noticed some capacitor with deep cut on top of the aluminium case,I
can't figure out why ? the cutting on the aluminium will only weaken
the aluminium material,it make no sense. Does any person know the
reason ?

When they fail then tend to pop open. This gives a controlled location for
the capacitor to pop.

The capacitor body split, due to overvoltage, overheating, or old age. Many
radial electrolytics have the top of the can scored to allow release in a
visible location.

Replace the cap, it's dead.

Good luck
