Sorry for the Xpost. There is an ongoing argument about ballasts
giving off detectable interference.

Is there a way to ultimately answer this question? We are going round
and round and need assistance. thx!

I don't have time to wade through all of the discussion you
linked to, but would like to add the following.

Ballasts will always emit "detectable" interference. With
a good enough detector, any ballast can almost always be
detected, though in many cases, the signal from the ballast
will be buried in the background noise.

The other issue is that regulatory agencies are mostly
concerned with preventing you from operating a device that
can interfere with your neighbor's communication equipment.
They are less concerned with interference with your own
equipment.

That being said, in the US at least, requirements for
residential equipment are tighter than for commercial and
industrial equipment.

Most lamp ballasts, other than CFLs, are probably considered
to be C&I devices, and could, therefore, produce RF
interference in nearby radio & TV receivers, especially AM
radios, that are placed in close proximity.
