If it is the government it doesn't need a tap! They can/do record your
conversations right off the phone company's computer using a court order
(or not!). If you have a tap (Pvt.I.) it implies the information is
transmitted elsewhere and a "sniffer" will find the radio emissions.
However, the tap is more likely to be at the junction box down the
street or up on the pole where no b&e is required. Good luck.

Had a tech from the phone company come out and check the box, no taps
there as well as the nearest box down the street.(The guy whose
tapping my line is a phone technician.)
We've determined he's tapped in on the residential side as we share a
wall.
I'm going to restring new wire to the box on the property leaving the
old lines dead.
I plan to run it through metal conduit to eleminate any use of passive
taps.(high impedance pickup coils etc...)
In your opinion would this work?
I'm also going to lock up the junction box.(I've go an ok from bell on
this as I'm also the caretaker for these apartments.)
The Bell guy disconnected our line and put us on a new block, though
I'm still getting the noise on the line.(constant clicking as if
someone is trying to hang up a reciever, the prick does this every
time I try and talk with the sheriffs department or the phone company.
And yes the Bell tech checked and we have no bad wiring or anything to
account for theis noise.)
Andyes I know about the Government, I used to work for them. I know
what they are capable of, never mind the loss of constitutional rights
to privacy due to the patriot act.
Thanks for the imput, I'd like to hear more on what I could do.

Maybe it's time for another option and go on the offensive with counter
measures to disable his equipment. He's annoying you so you could be
smarter than him at annoying him in turn. For instance, wire up a tiny
high pitched noise maker that goes off briefly at random intervals.
If he isn't already, he'll go nuts trying to figure out what it is and
where it's coming from. Just don't push him over the brink, as people
like that sometimes go postal on you when you least expect it.

Postal? What, they attack you with envelopes?

This joker is already postal.
He's a convicted felon with hard time for felony assault.
That's ok, I'm ex-military and from the south.(EVERYBODY carries
here.)
I have no compunction to do what it takes to defend myself and mine.
This character has already attacked another tenant.
He bit her and has her so terrorized that's she won't file a
complaint.
I've started the wheels filing a complaint myself.
After my service years I worked CSU for the state police back home.
I put my skills to work have practically handed this guy to the local
PD.(Statements from the phone company verifiying phone theft.
Pics of all wiring as well as sworn statements from the other tenants
involved.)
The landlord and I had an eviction notice served on him.
He contested, we went to court today and the judge found in our favor.
On the way out after the hearing he made more threats to me.
He gotta be out by Saturday morning at 12:01 am.
He's been hammering out the drywall for the past week.(I'm sure the
apt. will be totally trashed by the time we actually get him out.)
I'll be running all the security cameras on the property 24/7 till
he's long gone.(He even installed plumbing for a washer dryer setup
without even asking, I'm thinking he took the wall out in the foyer to
do this as the unit is a small bachelor.)
He hasn't allowed anyone in the apartment since the hammering began a
couple of weeks ago. I'm sure he's afraid of the consequences as I'm
certain he's gone way beyond the security deposit in damage.
At any rate we're taking all the necessary precautions till we get
this lunatic out.

My advice: stay out of it, let the bailif/cops handle it, but get him out!

No it wasn't a typo. He bit her on the back on her shoulder.
I used to work CSU both on the Federal level and later for the State
police.
So I've spent more than a few hours sitting in class learning criminal
psych profiling.(Quantico)
Any first year profiler will tell you that biting on the back is dead
givaway that this guy considers women to be only things.(attacks on
the back is an attempt to depersonalize the victim. To him she wsn't
human only a "thing" to vent deep seated angers on.)
As for being in the middle, it part of my job being caretaker/super
for this property.
My past was one reason I was chose for this job. This is a very bad
neighborhood.
He's not the first, actually something like the 30th since I started
on the job. I quit counting after the third year.
I average 4-6 criminal types a year.
This is the first to actually have enough knowledge to do what he's
done.
Let me explain:
These particular apartments have alot of unit that are off street and
out of site from the public domain, making it a very desirable
location for the local drug dealers and other assorted felons.
We have three units in the rear that are completely out of sight of
the street, consequently we've had three different crack dealers rent
the units there. All worked for the same one's distributing the junk
in our area.
I'm thinking that this joker I'm dealing with in the unit next to ours
may not be a coincidence. May have been sent to do just what he's
done.
I found out yesterday that another tenant is having problems with her
phone.(Can hear someone breathing whenever she's talking on her
phone.)
At any rate I'll be stringing the new line and using metal conduit to
keep this from happening again.(I've nearly got all the security
cameras mounted as well as the motion detector grid.)

Any other advice on security tips would be gladly appreciated.
