Difference between same size, diff power rated fluoresent?

What makes these lamps with same size, but different specs different?

I'm going to assume you live in North America since lamps
and terminology differ around the world.
F25T8 vs F30T8. Both 36"

The F25T8 is a "new technology" rapid start lamp that may be
able to run on appropriate instant start ballasts depending
upon the lamp manufacturer.

The F30T8 is an "old technology" preheat lamp, also called a
switch start lamp. It uses a completely different ballast so
the operating current is different even through the
operating voltage may be similar.
FO14T8(14W) vs F15T8 Both 18"

FO14T8 should be a new technology T8 rapid start lamp, but I
don't have a Sylvania catalog handy, while the F15T8 is most
definitely an old technology preheat T8 lamp.
What makes these lamps with same size, but different specs different?

The different powers are the result of using different
ballasts that operate the lamps at different currents. They
also have different electrodes to accommodate the different
starting methods.
