1) Do aluminum electrolytic capacitors dry out, lose capacitance, leak even when not in use and stored on PCBs?

2) Is it true or myth that if you do not use the aluminum electrolytic capacitors in some time interval, these aluminum electrolytic capacitors will fail? for aluminum electrolytic capacitors mounted on PCBs of electronic devices manufactured in the early 90s and early 2000s, what is the recommended interval to energize these devices?
