On smartphones, if you constantly activate and deactivate WIFI and the mobile data network, does this cause stress and premature wear of the chips for these two functions?

As kellys_eye said no its 99.9% accurate. "Normally" settings are stored
in chip flash, and flash has a lifetime write cycle limitation. But that limitation has a very large
number of cycles before failure, so you probably will have long upgraded your phone before that
ever happens.

Activating and deactivating Wi-Fi and mobile data networks on a smartphone should not cause significant stress or premature wear to the chips responsible for these functions. It is safe to use your smartphone's Wi-Fi and mobile data features as frequently as needed without worrying about causing damage to the chips responsible for these functions.
