What is the equivalent capacitor for 220r16 c4 (2)

we need lots more info ... we have no idea what you are referring to

what is the cap from ? make and model ?
show a pic of the circuit board where the cap is

My interpretation from just what you give . . . . that it is from a list of components used in a piece of equipment.
The unit being a 220 ufd (not expecting that r) 16VDC rating capacitor, with it assigned an identifier of C4 on the units schematic.
The (2) being that there are 2 like rated parts like this and used in the equipment . . . . but . . . .with the other unit having a different c assignment numbering.

In this situation then , I am seeing a 22ufd @16V tantalum capacitor with the stripe being the indicator for its + polarity end.

I would still go with your original evaluation as it is almost identical to the Vishay markings system

There are arguments to be made that it could be 22uF or 220uF.

If you go to a supplier like digikey you can search for 22uF 16V tantalum surface mount capacitors and 220uF 16V tantalum surface mount capacitors. Have a look at the package dimensions. Does this match one better than the other?

As requested before, pictures of the board may help.

I'm leaning toward 220uF

Considering that the two units are being in a shown 293D casing . . . .

Check these dimensions below . . .

As you can see. there is the basic case height and then the NUMBER of electrolytic layers that are required to build up your capacitance in the internal construction, measure your units HEIGHT and compare to the two being shown.

Another electrical manner if you don't even have " a pot to pee in" test equipmet wise . . . is to get a 9V battery and observe applied polarity and charge up the electrolytic for 30 seconds.
Then have a DVM that is set to 10V DC or > scale that has a 1K resistor connected across its RED and BLACK leads serving as a load / shunt to discharge the capacitor, then you read the voltage across that charged capacitor and stay connected until it has dropped the voltage down to 3VDC . . . . give us the time in seconds that it took to reach that voltage.
