A 74AC00 has the right pinout, but runs on 5 V max. A 4011 will run on 3 to 18V, but has the wrong pinout. Neither has a 30 mA output stage. Is there any more information regarding the application circuit?

I'm amazed there's (yet) no way cloning logic chips... how it would work

1.. with some kind of jumper/dip, select your logic chip

2.. instruct the chip to be a logic chip via a command?

Programmable logic has been around for a long time, (PLDs). Unfortunately, though, there's no way to make the programmed chip pin-compatible with an equivalent fixed-logic chip.

rbrooks, why not just buy from China or Hong Kong?
A little expensive at $6 + delivery, but it'll get you up and running again.

Hence my point, pin compatibility... ideally an embedded RFID chip so no pins are used could be an option?

It'd be nice, wouldn't it? Give it a few years and who knows......
I guess another option would be a few pins sticking out of the top for programming, that could be cut off afterwards.
