Is there any component or circuit to multiply the pulses generated by an infra-red sensor, sensing 1 white mark per revolution, by 60 times. The pulses to feed a circuit which outputs to a digital frequency meter. The display would indicate the revolutions per minute of the shaft.

ADDITIONAL. I can achieve the results without any electronic multiplication if I use 60 white marks, but would prefer to use only one.

What you need seems to be a phase-locked-loop. I won't provide a diagram but I'm confident a search will turn up just what you're looking for. One example of a PLL IC is a CMOS 4046 (iIrc).
