You may have two problems: (1) Excessive high voltage which caused (2) the
flyback to arc. Or, it may just be a crack in the insulation as someone else
noted.
As a test, you can try insulating the area with several layers of electrical
tape and/or non-acidic RTV Silicone sealer or HV sealer. If the monitor
then works normally, a new flyback should take care of it.
