to the transformer, anyone have any ideas about how to fix it?

Exactly where is the arcing coming from? If it's on the bottom of the PCB
it could be bad solder joints. Check for anything that could be causing a
short near the flyback. If there is arcing on top of the flyback, then it
could be bad or cracked. I would replace it then.

Its comeing from where the red wire attaches to the top of the transformer,
to somewhere under the magnets (i really don't know much about it), i looked
close and i think one of the magnets is broken.

You may have two problems: (1) Excessive high voltage which caused (2) the
flyback to arc. Or, it may just be a crack in the insulation as someone else
noted.

As a test, you can try insulating the area with several layers of electrical
tape and/or non-acidic RTV Silicone sealer or HV sealer. If the monitor
then works normally, a new flyback should take care of it.
