Is it correct to ground a blower with a wire going from the metal blower case to the ground wire in the AC plug?
Thanks,

Normally if a mains fed device is not double insulated, then it should be earth grounded to the device or motor frame.

Yes. Ground the frame to the ground blade of the plug.

How do I know if the blower is double insulated? And what should I do if it is- not ground it?
Thanks for answering my super basic questions.

On the motor label there should be identification which says as such .....
OR... there will be a marking of two squares, one inside the other.
If it is double insulated, do not earth.

If in doubt, ask your local electrician.

Not sure what kind of blower you are referring to. If in doubt, connect the earth lead, if it has one.
Any electrical device with a metal casing MUST be earthed.
I strongly suggest you call an electrician, and follow his advice.

An electrician has already given the Op advice.
