i want to heat up sections of wire with a 9v or somthing similar in size.
the wire will be about 10 feet long on the positive and the same on the negative.
it will have about 7 small 1 inch sections of wire between the positive and negative wire.
only want them to heat up to about 50-80 degrees f
any special way i can accomplish this?

You can't heat the wire section wise. If you put power into the wire, it wll heat throughout, except be a bit cooler where it touches mounting posts.
The amount of power you need to heat the wire depends on the environment of the wire. Clearly, if it is encased in a housing with still air it will heat up much faster (or to a higher temperature) than if it is in open air, possibly cooled by wind.

If you need temperature control, you need to put a sensor to the wire and control the current such that the required temperature is achieved.
It will be easier to control the current through the wire instead of the voltage across the wire.
