ok done got you the voltage , it was mess to find the right pin each time
17- 0.02V
18- 0.0V
19- 2.97V
20- 3.01V

For example pins 23 ... 26 are inputs for voltage measurement. Without voltage connected to the meter's input terminals I'd expect 0 V at these pins. According to the datasheet chapter 1.2 a full scale voltage of 22 mV is to be expected when the input voltage is at the maximum for ach range. With 3 V at these pins it is obvious why the meter displays overload.
In the schematic I see no way these voltages can be present other than a defect of the chip U1. I'm afraid the chip has been toasted by your initial wrong connection.
