Hello,

I am In need of help on my project...

I need to speak with someone via facetime that has good knowledge of stepping up a very low voltage on a circuit board.

Like 5 volts to 50volts? power?
Or a 5microVolt signal that you want to see at 1 volt?
AC or DC?
What are the constraints?

What is the very low voltage?
Has the input voltage any power?
What would be the wanted voltage?

You will never get more power out as there goes in.

I have .4 volts as constant input voltage and would like to increase to 5 to 12v if possible.

Simple ... just put a 4.6 volt to 11.6 volt battery in series with your input voltage. Bingo ... 5 volts to 12 volts DC!

If it's a supply then forget it. If it's a signal then apply it to a non-inverting op-amp arrangement with the appropriate gain (x12.5 to x30 variable).

Look up "energy harvesting". There are chips and circuits specifically made to source energy from such low voltage (low power?) sources.
Be aware that the input current is proportionally higher than the output current since energy must be conserved.
Example:
• Output 5 V / 100 mA = 500 mW
• Input 0.4 V / 1.25 A = 500 mW --- accounting for a non-ideal converter circuit input current will more on the 1.5 A side ...
