You have connected pin 1 and pin 8 together. That isn't on your circuit diagram.
Pick one (long) side of your breadboard and call that the top. Make one of those long conductors +ve. (ignore the switch -- you can assume that is off the breadboard -- just connect/disconnect the battery for the moment)
Make one running along the bottom -ve.
First connect everything which connects to a power rail. That will be pins 1, 4, and 8.
Then join any pins that are connected together (2 and 6).
Then connect components connected to the power rail(s), that is the two 0.01uF capacitors (It would be so much better if the schematic was marked with C1, C2, etc) and the 10k resistor.
Then connect the remaining components.
You don't have to do it in that order (but generally you do start with the power rails).
You may find it useful to mark each component on the schematic as you put it on the breadboard.
