How do we measure a material's quality/property for ultrasonic media use?

Do you mean as a projector or receiver of ultrasonic waves, such as piezo-electric properties, or as a medium that the wave pass through?
As suggested in the matrial referenced above, coupling into & out of the medium is often relevant; if there is a significant impedance change at the boundaries, you'll get large reflections, making it difficult to use or to measure the properties.
Often the properties of materials, and particularly of tranducers will be rather narrow band, often designed round various resonances of the structure used.

For many common materials, it comes down to physical properties, in the field of materials science, so you just google it and look for tables of properties.
