How do I replace this pot with 2 knob pots, coarse fine.

Hey guys, one last question, I have used 73 eds diagram for wiring in the 20k fine pot. There is a weird thing happening, I think I know why but I want to verify my suspicions.

When I set the voltage to 13v and apply about 2 amps with the course CC pot, and then go to use the fine tune 20k pot I turn it left and the current increases, when I turn it right the current decreases

now when I crank up the amperage to say 3.25A and I turn the fine pot left it decreases the current, and when I turn pot right it increases the current.

Why is this? why at low current the fine pot works opposite than when higher current is applied??
