HOW TO Convert 12v to 13v

i am working on ups for the router i have some questions
1. i am using lithium battery 3s whose output when full charged is 12.6 so i need 13v to charge it i have adopter 12.22v i need to boost the voltage is there any way which transfer is best that work without producing too much heat i don't want to use xl6009 or any module ... just simple circuit.

2. 12v*1.5a= 18watt == 9v*2a = 18watt. what if i give 9v 2amp to a 12v load is it work?

To increase a voltage you need a boost (or buck-boost) switching regulator.
As Harold noted, an off-the-shelf module will be the simplest and cheapest way to do that.
Otherwise buy an adapter with a higher voltage.

Not without opening it.
Is it like a laptop power supply or a phone charger/PSU? Or a heavy little walwart?

That’s a SMPS. I doubt you can alter it . Get another adapter with a higher voltage. Or a linear transformer. Or of course a boost converter.

Have you actually measured the output of the plug pack? They may say 12VDC, but the no-load voltage could be as high as 16vdc. Then you just need to go through a variable 3 terminal voltage regulator, as long as the under load voltage is above 13 volts.

The power supply shown is most definitely a SMPS.

Pry it open and take some photos of both sides of the circuit board. It's just possible the brainacs here (not me!) will be able to suggest a workable modification -- provided you're good at soldering.
