...based on what assumption? It looks perfectly ok and 'damaged' resistors are usually visibly damaged. It should measure 10 ohms and 1% tolerance (if the colours are brown and black - they could be red, in which case this will mean 20 ohms and 2% tolerance).
Of course, you may be replacing it for other reasons - which I can't fathom with just the information provided - but if you are trying to repair a fault then post more details as you may be labouring under a misunderstanding.
