Idle current set

Maybe a stupid question. But my first time trying to adjust the idle current. The schematic says it should be 13mV on mp 701/702 and mp 1701/1702.
Should I put the positive lead from multimeter on mp701 than the negative? If I ground the negative from multimeter I got 20v, so I think I'm doing it very wrong. :)

Place the positive multimeter lead on MP701, and the negative on MP702.

Positive on MP701 and negative on MP702 with no signal and the multimeter set to measure DC volts.
13mV on two series 0.47 ohm resistors is a current of 13.8mA.

Is the amplifier rated at 20 real Watts into 8 ohms per channel? It might say 40W to 60W max or peak.

according to service manual:
nominal output power 2x20w
music performance 2x30w
2 speakers 4-16 ohm

Its really old, I use it for the turntable
