I was talking with a guy a couple of months ago who told me about an OTC
CCD by one of the japanese camera companies which when paired with the
correct filter became an excellent IR sensor. Anyone know what these
components are? Thanks.

All CCD devices are IR sensitive and actually this was a problem in
early CCD cameras. I've got a Sony CCD-TR-95 and use it to verify the
output of remotes I'm fixing.It is not sensitive enought to see an
image you need Nightshot for that and illumination. Check out:

The filters most talked about are 89C and 87A, B and C
and for camcorders

They do talk about anti IR filters built into the cameras and perhaps
this would be possible but in my experience this would require a major
disassembly of the camera making it usless for anything else.
