I had it here it worked or at least turned on when I first got it then i set it up plugged everything in to my HTS a Yamaha and it was vary quite and blew the internal fuze when I cranked it up. now it blows a fuze every time it powers over put one in while apart and watched it flash and seen the fuze blow immediately when I flick the power on it has a bubble on top one one of the big capacitors would it be as easy as pulling the board and replacing just that one cap

Welcome to ep.

This is just one possibility, a rather plausible one. This is probably an eectrolytic capacitor which are known to lose caapcity over time and a bulged head is a sure sign. While you're at it, look for similar capacitors all over the board and replace them too, if possible.
A failing capacitor is not the only source that can lead to the symptom you observed. While the board is out, check for traces of overheating (burm marks) and any other components that looks suspicious.
You may upload photos so we can have a look at the board and/or components.
