Is it possible that someone makes a 115vac dpdt relay that is operated with
a single hot 115vac line, where one pluse on the single hot throws it and
the next pulse on the same single hot unthrows it?

Hi, Noel. What you're looking for is called an impulse sequencing relay. It's
a latching relay with internal electronic steering, so you're only looking at
one coil. The first thing that comes to mind is the Magnecraft/Struthers&Dunn
Model 711XBXCL-120A. The catalog pages are in Chapter 5 of the catalog.
