Any idea what could be causing this and if/how I'd go about repairing it? sometimes it'd flicker those lines for just a frame or so, but it suddenly got like this earlier today. It's just the monitor itself, as it happens even with no signal, just the power connected.
The device is a 32UD59-B, a discontinued LG monitor.

That looks very much like a bad/loose connection.
I would first open it and re-seat all connectors/ribbon cables.
Then secondly, check for dry/cracked solder joints.

I have the same model. Same thing happened to my monitor a week ago. Took it to repair shop. They said it's either processor or mainboard. Either way it's not worth fixing it. Could take months to find a donor if lucky.

I can't really see cuz all the flickering! Is that the monitor menu? We're you can make the adjustments color contrast plug-in port all that other good stuff.
Hit the degauss button. (Just kidding!)

I think it's better to go to the seller for an after-sales service. If they can't do anything, as per iivs's answer, maybe it's time to buy a new one.
