I had a circuit diagram of a led torch that uses a 555 to pulse the led so
that it can produce more light without burning. I lost it and I am looking
for it. Does this really work as effective as they say? I want to build it
using 4 4.4cd green leds

No, it doesn't, according to Don K's LED pages.
