Making a 18650 battery pack.

So i'm trying to construct a battery pack using three of the following cells in parallel.

Samsung Li-Ion 18650 Cylindrical 3.7V 2800mAh (ICR18650-28A)
but first, i'm testing with the following:
batteriesinaflash.com 14500 3.7v 1200mAh (400145001200)

The problem is my device is accustomed to 3v from its pair of 1.5v aa batteries in series. Need to find a way to reduce the voltage with some kind of convertor or regulator.
Is there a way to reduce this voltage specifically by .7v that could be applicable within the context of applying it to a 5v usb charging cable enabling the 4.3v charging of the batteries?

You should only charge the batteries with an appropriate charger or charging circuit.

There are a number of 1-chip solutions for charging a single cell from USB. (Regardless of the fact that you have 3 cells, since they're in parallel they appear to be a single cell from the perspective of the charger.)
