need help to figure out this problem boost up module

I have a step up module which take input 10-32V and output 60-97V. http://www.ebay.com/itm/100W-DC-DC-...976?pt=LH_DefaultDomain_0&hash=item27c901e470

I am powering up the module with a velleman bench top power supply, which supply 14V DC
And i connect the output of the step up module to a water capacitor.

When i hookup the water capacitor to the boost up module, the bench top power supply drop to 6-8V on the output.

To verify that it is not a problem with the bench top power supply, i used a laptop power supply that provide 12V DC 4A, and i get the same problem. The output of the laptop power supply drop down to 4 or 5V.

Do you know what the problem is? Do you think the boost module is defective?

Your power supplies can't supply the necessary current at their specified voltage for what the boost converter is demanding...

Thank you for your explanation. i quite not understand here, because the load is the capacitor which in a DC connections. In DC connection, the capacitor is considered as a open-circuit, so there is not current flows, so there boost up module should not drawing any current. The connection is power supply -step up module- water capacitor.

There is a brief and possibly high current flow into the capacitor as it charges tho

Perhaps the OP talking about a saltwater capacitor? A variant of the Leyden jar.

If so, (the capacitance would be very low) the most likely explanation for the behavior is a short.
