Need help understanding what this circuit does (urgent)

There is no way to tell.

I suspect that pressing of the keys is associated with solenoid activation and possibly changes in the LED display.

As far as i know it is a security alarm circuit diagram it is off the picaxe website - CHI008. I just need help understanding what the circuit does

This makes me think of an electromagnetic door lock with keypad activation. But it is more a synoptical schematic than a true electronic one

The Relay operates when a particular sequence of the Keyboard is operated; though I see that the IC will never get V+ to operate.

As drawn it will do about nothing. Where did you get this schematic? What's the type of the IC?

Both the circuit and its software program are explained in detail in the picaxe PDF document you did *not* link to in your post. The schematic has several errors, but the operational descriptions are correct.
