A simple procedure will enable your Nicad cordless power tool batteries to again charge in your battery charger and give their full power potential.
I'll assume for the moment that you're not intentionally spamming us.
I presume what you're suggesting is a device that passes a very large current through the battery. This can resurrect shorted NiCad batteries, but the problem will recur.
The same technique would be ineffective on other battery technologies because (AFAIK) the dendrites which short NiCad batteries are specific to that battery technology.
This fix does not address the issue of then having batteries in series with differing capacity and states of charge.
