why arsenic and gallium become a full compound and silicon and boron have a hole ?

i have a mid term on this subject next week and our Dr is not good in teaching and our Dr assistant traveled and i have to read the book and understand so far i understand but i confused do the valence atom seek to be 4 so that the atom bigger than four lose one and become donor and less than 4 become acceptor and accepts one and what is thos pesky O`s ? thanks to all for your effort
