Plugging a closed circuit camera into a PC monitor

I just ordered a closed circuit camera that has a yellow RCA cable coming out of it.
I'd like to plug it into a LCD monitor that I have. Can I get the $3 RCA to VGA adapter cable?
The description on the camera says that you can plug the male RCA cable directly into the back of a TV; does that mean it won't be the correct signal to go straight into a PC monitor? And will I need the $50 converter box?

You will need something to convert a composite or modulated RF signal to VGA.

It's more than a cable, probably a $50 converter (but you need something that does the correct conversion).
